Preconditions for consensus? What kind of Newspeak is that?
The precondition for consensus is consensus. Lots of people would like to "steer" it.
Hosni Mubarak is just one of those - one who, for the moment, happens to be "in office."
Mubarak has nothing to do with steering consensus. And neither does his "office." Nor anyone else's office, either.
