No You're Not

"I am the commander in chief of a country that's responsible for ending a war and working in another theater to confront a ruthless adversary that directly threatens the American people and our allies."

"The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States...."

  1. The second part of Article II, Section 2, "...when called into the actual Service of the United States....", also gets ignored. This clause, as well as others, implies that the founders did not intend a permanent military establishment. During peacetime, there should be no standing army and the militia should be under the civilian control of the States.
