They'd probably find a way to add all the other stuff as attachments, or worse yet, create new agencies to make up rules as they went along.
At a minimum the bill should be read aloud in the presence of those about to vote.
I proposed years ago that all legislation be written with a quill pen. That should greatly cut down on the length of any proposed law.
