Incidentally, via the "School of the Americas" (which now goes under the euphemistic Western Hemisphere Institute for Security Cooperation) the U.S. government is indirectly responsible for repressive military dictatorships in several Latin American countries, including the "desaparecidos" ("guerra sucia" [dirty war]) in Argentina and the "anos de chumbo" (years of lead) in Brazil. Fortunately, Argentina and other countries have stopped sending trainees to WHINSEC.
Very well put, as always.
