It's not unlikely that they privately communicated that intent to the US.<br /><br />That left the US the choice of running to the front of the parade to pretend to "lead" it, or getting left in the parade's dust.<br /><br />If it had done the latter, insult might have been added to injury if the parties had taken the deal to the UN General Assembly, rather than to the Security Council (on which the US has veto power), for international acceptance. If that had happened, the US would have had to choose between abiding by the deal it had refused to make in the first place -- ending sanctions, returning frozen assets, etc. -- or going up on the "rogue nations" wall itself.Thomas L.
